3819253 - Error: "There is currently no image available. Try again in a few minutes" in purchase Request Image

Symptom

I have successfully uploaded images to a Purchase Request. Then I click Image Gallery to check the images, I see error: 'There is currently no image available. Try again in a few minutes.' for some images.
