3819352 - Why does an audit rule using a condition for a checkbox field 'Equal to No' not work as expected?

Symptom

I have an audit rule which has the condition of Employee | Custom 15-Exempt From Approval | Equals | Value | No.

The Custom15 - Exempt From Approval field is a checkbox type field. The checkbox is not checked, but the audit rule does not flag the exception.
