3819387 - Why does a report with an Extracted for Payment status did not paid out?

An employee reached out regarding an expense report that was not fully paid or not paid at all. I examined the Process Reports page and the report's payment status was listed as Paid/Extracted for Payment. Why did Concur (Expense Pay) not pay the report in full or at all?
