3819394 - New Concur Travel - Why do I receive the error "The card selected will not be accepted by the airline" when trying to book Ryanair

Symptom

I am trying to book Ryanair, but I see an error message on the Review and Book page saying: "The card selected will not be accepted by the airline. The airline accepts the following cards: MasterCard, VISA, American Express, Diners Club Discover. Please add an acceptable card."
I am using one of those cards, but I still receive the error.
