3819415 - Why is my expense report Workflow skipping to the next step even though my Expired Time Action is set to 'Send Back to the Employee' after x days

Symptom

Our Expired Time action is set to Send Back to the Employee after 10 days. This does not work for our Cost Object step of our workflow. Why is that?
