3819533 - Error: Some of the selected expenses do not allow allocations. For those expenses, no allocations were created

Symptom

When I am trying to modify the allocation for a expense report as a processor in Processing Report page, I receive error 'Some of the selected expenses do not allow allocations. For those expenses, no allocations were created'. Why and how do I resolve this error?
