3819544 - Why user receives an error when trying to add a hotel to an existing reservation?

Symptom

When user is trying to add a hotel to an existing Flight or car reservation, he receives an error stating "Changes to this itinerary are not possible right now, please wait a few minutes". The booking will also reflect "In-Progress/Unfinished status" for a long time.
