3819594 - Why I am getting the error message INVALID_LOGINID_COMBINATION / Failed User ID: null Action: Created Message:Create user failed. LoginId should have one '@' character: xxxxxx?

Please review the attached User Import and User Import Error. This person has never been set up in the system so we are not sure why we cannot set him up. Please let me know what we need to do so this does not happen in the future.
