3819648 - Error: "The import was successful, but no records were imported for the file: 'XXX'. This may be due to duplicate records or there were no records to be loaded."

Symptom

We uploaded an imported file but we do not see the information reflected in Concur. When I look at the logs for the file I see the message: "The import was successful, but no records were imported for the file: 'XXX'. This may be due to duplicate records or there were no records to be loaded". What does this message means?
