3819783 - Why is a report stuck in Pending External Validation?

The Pending External Validation workflow step is part of an external validation connector mechanism.

This step triggers a callout to an external endpoint. The workflow will only proceed once the external system returns a valid response.
If the connector is not enabled, misconfigured, or if the endpoint fails to respond, the report remains in Pending External Validation.
