3819886 - Error: "The employee specified for an authorized approver does not have an approver role. Employee_ID: [Employee ID] ; Workflow: REPORT."

Symptom

I uploaded an employee import record 700 (Authorized Approver) OR 720 (Auth Approver with Level) file to assign an authorize approver role to an employee, but the role was not assigned with the following error:
"The employee specified for an authorized approver does not have an approver role. Employee_ID: [Employee ID] ; Workflow: REPORT."
