3819890 - Error in logs: "ACCESS RESTRICTED"

Symptom

Scenario 1:
When I click Search to book a trip, the following error appears starting with

"Sorry, something went wrong. We have encountered a problem with your travel profile..."

Scenario 2:

When I save the Traveler Profile I see a generic error starting with
"Concur saved your profile to the database but was unable to save it to the reservation system..."

The following error is captured in GDS logs:

"ACCESS RESTRICTED"

Concur Travel all versions

When I save the Traveler Profile or when I try to book a trip I see a generic error. In the transaction logs there is an error saying: "ACCESS RESTRICTED" , KBA , CON-TRV-ADM-USR-PRO , Profile , Problem
