3819984 - New Concur Travel - Why does an NDC booking remain on Hold instead of changing to Cancelled after it is cancelled offline?

Symptom

In New Concur Travel, when an NDC air booking is created online and subsequently cancelled offline (e.g., by a travel agent or directly with the airline), Concur is expected to update the trip status to Cancelled when the trip is re-imported via the Report Queue.

In the affected scenario, the trip was placed on Hold status after booking. The booking was then cancelled offline. The airline's system correctly reflected the cancellation (`isCancelled: true` in the order view response (log SABRE - v1-orders-view-orders/view request Response)), but after Report Queue processing, the trip status remained on Hold rather than transitioning to Cancelled.

This behaviour was observed for SabreNDC bookings.
