3820226 - Why is the TSA data not being sent to LH?

Symptom

We've had reports that when users book LH online - the TSA Data is NOT sent to the carrier - its all XXX out.

This is just the standard - Date of Birth / Gender and Name

17 SSR DOCS LH HK1 ////XXXXXXX/X//XXXXXXX/XXXXXX
18 SSR DOCO LH HK1 XX/X/XXXXXXXXX

Note - that if they have a Redress or KTVL - it's also XXXX out
