3820390 - Why users are able to add "User Supplied Hotel" without Confirmation number?

We are getting a lot of DQS error for missing confirmation numbers of hotel segments. It turns out all of these hotels are User Supplied Hotels booked via Concur.
We thought that when a user adds a "user supplied hotel" they have to add their confirmation number and if so, it won't let you end the pop-up box. However, these hotels that come into Apollo are missing the CF #.
