Symptom

I am trying to update user profile in Concur and I received an error saying that Concur is unable to save the user profile in the Global Distribution System (GDS). I see that PAR/Level 2 STAR is empty.

Or there's an error when saving the profile in Concur and we find this error in the logs.

Then in logs we can see:
