3820551 - Site Down Sabre Web Services (SWS) EPR Locked - No one can book travel

Symptom

This scenario occurs when users are unable to book any type of travel content, including Direct Connect, on a site utilizing the Sabre GDS. The search results page is not displayed, users are seeing the following error

We encountered an issue that prevented us from completing your request.

***IMPORTANT for Travel Management Companies (TMCs)***

If all sites and/or users within a specific Sabre PCC are unable to retrieve any results for air, hotel, rail, or car, you are likely encountering a Sabre Site Down scenario.
