3820560 - Why are the downloaded extract files converting from .XLS to .XLSX

Symptom

I tried downloading the batch file from the Monitor Batches page, but it came up as a .XLSX file instead of .XLS, even though the file extension is set to .XLS. Now we can't open the file and this error message appears.
