3820615 - Why the user is getting an application error while adding expense to a report?

I get the following error while I am trying to add an expense from the available expenses to a report.

Application Error:
Unexpected System Error. Please try your action one more time. If you encounter the error again, please forward all information, including the events leading to the system error, to your Expense administrator.

I also see that the receipt image is visible when I hover over the receipt icon.

I get an Application error when I try to add an expense with a receipt from Available expenses to an Expense report. , KBA , CON-CA-ADM , Administration , CON-CA-ADM-AUA-MMS , Manage Mobile Sign-On , Problem
