3820625 - Why is the filed fare removed by Concur from my Galileo air and hotel/car booking?

Symptom

The user has created an air and hotel/car booking through Concur, but when the booking goes to the ticketing queue the ticket could not be issued due to lack of stored fare.Checking the history of the booking we can see Concur has sent a XFQ request to cancel the fare:
