3820642 - How do I reinstate an archived User Profile?

It was stated on Concur fact sheet https://www.concurtraining.com/customers/tech_pubs/Docs/FactSheets/Deactivated_users_FS.pdf that deactivated profiles are archived.
Our company has a couple of rehires on which we are looking to have their profiles reinstated.

Why do I get the following error when I try to open a User Profile in User Administration: "The selected user exists in the Expense or Invoice Processing application but the user record contains conflicting or missing data. Contact Concur Client Support to request help in resolving this error as seen below."
