3820662 - How can I assign a non-employee as an administrator?

I have an outsourced team, who are not employees with my company, that need to be setup to review, approve, and as admins to the account

Expense > Unspecified - Expense

Concur Expense all versions

KBA , CON-CA-ADM , Administration , Problem
