3820864 - Warning: "Report ID does not contain payment confirmation step."

Symptom

I use Payment Confirmation Import (record 600) from Import/ Extract Monitor to update the report status to "Payment Confirmed".
However I have received the following warning message for couple of records "Report ID does not contain payment confirmation step."
We have Payment Confirmation Step already added to the workflow.
