3821037 - Error: "The field ' ..... ' defined in the ' .... ' hierarchy is not included on the Employee Form ' ..... '. This record cannot be imported."

We are importing the Employee Import with errors. The errors are formatted like "The field '    ' defined in the '   ' hierarchy is not included on the Employee Form '  '. This record cannot be imported."

Example 1:
We are importing travel only users using record 310+350. 
We received the following error on all 310 records - "The field 'Custom XXXXX ' defined in the 'PaymentHierarchyService ' hierarchy is not included on the Employee Form 'XXXXX '. This record cannot be imported." Why is this error triggered when the employees do not have any expense permission and the import we are running is travel only?

Example 2:
We are importing user records using 305 import - we are importing the users into standard expense.

Specific sample:
"The field 'Custom 22 ' defined in the 'PaymentHierarchyService ' hierarchy is not included on the Employee Form 'Default Employee Information '. This record cannot be imported."
