3821086 - How to configure the system to consider specific times of day when assigning Breakfast, Lunch, and Dinner in the New Travel Allowance service?

Symptom

The user started their trip after 2 PM, but the system still deducted Breakfast and Lunch. This doesn’t make sense as the user did not have Breakfast or Lunch on the first day. How can I configure the system to deduct meals based on the specific times of day?
