3821099 - Why can't I book a trip for a guest traveler when my company is using Sabre Profiles?

I am receiving an error when booking for a guest traveler.  Error message:  We were unable to finalize your reservation. This can happen for a variety of reasons beyond our control, most often due to the airline updating your reservation at the same time we were trying to do the same. If you continue to receive this error, please contact your agency to complete your booking. We apologize for any inconvenience. Which is preventing me from completing the booking.
