3821206 - Error: "Location name cannot be changed for this Concur location."

We are trying to import in our prod system/test system a Location file to add new names to existing location codes for some cities.
We used record 210 but it didn't work, we received the following message: "Location name cannot be changed" even if we are not trying to change the name but just to add a new one. The issue is the same even when you try to do it manually.
