3821368 - E-mail from auto-sender@concur.com: "Non https SAML Request has been received"

Symptom

I have received an e-mail from auto-sender@concur.com with the subject "Non https SAML Request has been received" and the following content:

"SAML documents sent to Concur must be made using https:. Clear-text HTTP requests are no longer supported"

Why am I receiving this e-mail and how can we address this issue?
