3821373 - Why am I receiving the error "Statement reports require a Start Date and End Date" when submitting a Statement Report in NextGen?

When I try to submit a Statement Report in NextGen I see this error message: "Statement reports require a Start Date and End Date. Please provide the missing information on the report header. If these fields are not available for edit on your configuration, delete this report and create a new report from these available expenses".
