3821450 - Why doesn't the baggage information for Branded Fares match the baggage information in the stored fare or Cat15?

When Branded Fares are returned to the end user, there is a column for Baggage. I notice that the quantity specified here does not seem to match what is found in the stored fare or CAT 15 area of the PNR.
