3821547 - Why am I getting the Error "Review Approvers in the workflow." while using API to approve Travel Requests?

Symptom

We are using Workflow Action URL to approve requests and when there are two approvers (Default Approver and Default Approver 2) in the user profile, the WebServices is giving an error "Review Approvers in the workflow." This works fine when there is only one Approver in the user profile.
