3821599 - Why I can not find the approved request in available requests when creating report.

Symptom

I want to added an approved request to a report, but I can not find it from available requests.

I can find the Create Expense Report menu from the reqeust.

The Assignable to Report is set to One in Request Policy, and the request is not assigned to any report.
