3821610 - Why can't I edit a field in Invoice although the field access is modify to invoice owner?

Symptom

I am Concur Administrator for test entity with full admin access. In Form and Field configuration, I set the field access right to Invoice Owner is Modify, the rest roles are Read Only, but as invoice owner, I still cannot edit this field.
