3821645 - "ERROR" STD- US DC - Admins unable to access any functions under Expense Settings

I went into Concur and when I went to Administration and then clicked on the Expense Settings tab I received an error message saying "Unexpected System Error. Please try your action one more time. If you encounter the error again, please forward all information, including the events leading to the system error, to your Expense administrator".
