The Traveler did not go all the way through to complete the trip. It was not completed and the trip status was changed to withdrawn.
The Concur system was the intermediary between traveler and the hotel. The traveler did not receive a confirmation or any communication that would have led him to believe he had booked a hotel.
The hotel has now charged the traveler for a no-show fee.
