3821713 - Does user and approver receive email notification when there was no approver found in the Cost Object Approver?

Symptom

I have a report that skipped the Cost Object Approval step because there was no approver found. There was no email sent to the user's approver nor the user.

Exception: Code: CONOAPPR, Level: 2147483647; No approvers were found for cost object...
