3821876 - Why does the exchange rate not change even after modifying the date in the header when copying down the transaction date from the header to the entries?

Symptom

We have set it up so that the transaction date from the expense report header is copied down to the expense entries. When the transaction date in the header is changed and saved, the transaction date in the report entry is updated, but the exchange rate is not.
