3822134 - Why am I seeing the error "Mobile expense could not be retrieved at this time" when trying to check a mobile entry in my Available Expenses?

I have some expenses in my Available Expenses and when hovering the mouse pointer on the Mobile Entry icon to check the receipt, I see the error message "Mobile expense could not be retrieved at this time". If I try to move that entry to an expense report, I get an application error. How can I fix this?
