3822140 - How do I exclude a travel rule class from selection at the beginning of booking process?

I have a travel configuration which allows users to select rule class How do I allow users to select the rule class at the beginning of booking process and I want to excluded a rule class from the selection and users assigned to this rule class should not be allowed to select any other rule class.
