3822161 - User Import Error: “Enter a valid Country Code into the spreadsheet.”

Symptom

I'm doing an employee import and am getting an error message "Invalid Country code specified 'UN'. I've pulled an employee listing and the Custom field 21 - Code shows "US" so that's the country code I put in the employee template so not sure why I'm getting the error. Is there any way I can see how we have this field set up?
