3822405 - "Application Error: Unexpected System Error. Please try your action one more time" (when trying to save expense for specific cities)

We are getting an Application Error when saving an expense entry only for specific Cities. 

"Unexpected System Error. Please try your action one more time. If you encounter the error again, please forward all information, including the events leading to the system error, to your Expense administrator."

When user selects a City (ex. Herning, Denmark) in the City of Purchase field included in the Validation Audit Rule Data Table and saves the expense entry, Application Error is firing.  , KBA , CON-CA-ADM , Administration , Problem
