3822466 - Why was an expense report submitted even though there is an audit rule that prevents report submission when a receipt image is not timestamped?

Symptom

We have an audit rule using the Is Digitally Compliant field so that expense reports cannot be submitted if a receipt image does not have an e-Bunsho timestamp.
Why was a report submitted even though the exception level is 99?

Environment

Expense > Workflow/Audit Rules Expense > Imaging/Receipts (Not E-Receipts)
