3822838 - How can we verify travelers reviewed the hotel cancellation policy prior to booking their hotel?

Symptom

As a Travel Manager, my travelers will say they did not know the hotel charged a fee at the time of booking, that they did not know the hotel policy was non-refundable or that they did not actually book the hotel at all. I am looking for extra validation that their travelers have indeed reviewed the hotel policy. How can Travel Managers verify that their travelers have reviewed the hotel policy upon making a reservation?
