3823073 - Error: "The selected list item is currently in use in one or more hierarchies..."

Symptom

When we try to delete a list item from List Management screen, the following error message is displayed:

”The selected list item is currently in use in one or more hierarchies. If any users are assigned to these hierarchies, deleting this item will restrict their access to the service or to certain functions within the service. All users should be assigned to a different hierarchy before this item is deleted. Click OK to delete the list item, or click Cancel to exit without deleting.”

Can you please explain the meaning of this message?
