3823076 - Why I cannot select 'Can View Image' for the Invoice delegate unless select 'Can Prepare' or 'Can Submit'

Our users cannot select 'Can View Image' for their delegate unless they select 'Can Prepare' or 'Can Submit' in the in the Invoice Delegates.

Invoice > Delegate Configuration

Concur Invoice all versions

We would like to enable the 'Can View Image' check box in the Invoice Delegates. , KBA , CON-EXP-ADM-DEC , Delegate Configuration , Problem
