3823263 - Why does a credit card transaction appear in Manage Transactions as Visible to the Employee (Unassigned to a Report) but does not appear in their Available Expenses?

The Admin can see that a employee-missing transaction is, actually, under Manage Transactions page as Visible to Employee -  Unassigned to a Report, however, when acting as the employee, they confirm that the transaction is missing under their Available Expenses.

User reported a missing transaction and while searching for it, the Admin figured out that the transaction is showing as Visible to Employee - Unassigned to a Report under Manage Transactions, however, it is not showing under their Available Expenses. , KBA , CON-CA-USP-CRC , Credit Cards , Problem
