3823374 - Why is a report missing all allocation data if marked " Personal Expense (do not reimburse)" ?

Symptom

I found that if a report entry is marked " Personal Expense (do not reimburse)", the user cannot allocate anymore, and all of the allocation data is missing. We use the copy down function and allocation data copied down from the report header. Why is this happening?
