3823570 - What happens if an expense report meets multiple Change Approver rules at one approval step?

We have setup different Change Approver rules at one approval step based on several specific expense types with "Force Evaluation" enabled, we are wondering what happens if an expense report includes all these expense types, which approver will be chosen? Is it the approver in the first Change Approver rule?
