3823593 - Why am I getting simultaneous change errors upon booking, then submitting Air travel, followed by the addition of a Hotel or Car reservation, shortly thereafter?

We have several travelers who book their Air first and submit it for purchase. Then shortly thereafter, they add Hotel or Car and resubmit it for purchase. When they do this, they receive simultaneous change errors requiring the Travel Management Company to step in and complete the booking process.
