3823802 - Why do I get an error message when I try to add my card in Concur?

Symptom

I go to add my personal card. I enter my credentials and it looks like it is syncing. I can see my card details and then the wheels stop spinning. I click Close and I get an error message.

"You do not have permission to view this directory or page"
